Fact Check: Amit Shah says everyone must accept new UGC regulations? No, here are the facts

The claim is false. The video is old and shows Amit Shah speaking about the Waqf Amendment Act.

The University Grants Commission (Promotion of Equity in Higher Education Institutions) Regulations were notified on January 13 to curb caste-based and other discrimination in Indian colleges and universities.

They require every institution to set up Equal Opportunity Centres, Equity Committees and helplines to handle complaints and promote inclusion for SC, ST, OBC, women and disabled students and staff.

This resulted in protest because of the concerns that they exclude general-category students from clear protections, lack safeguards against false complaints, and could be misused, leading to perceived bias or reverse-discrimination on campuses. Critics argue this might create tension, fear and unfair accusations without due process.

In the above context, a video is being widely shared on social media in which Home Minister Amit Shah can be heard allegedly saying in the Parliament, “It is a law of Parliament, everyone will have to accept it.”

A social media user shared the video with a caption that reads, “Home Minister Amit Shah said in clear words that everyone will have to accept UGC, it is a law of the Parliament, and it is applicable to every Indian.” (Translated from Hindi)

Fact Check

SouthCheck found that the claim is false. We found that the viral video is old, as it shows Amit Shah speaking about the Waqf Amendment Act.

Using Google reverse image search, we found that the same video was shared by Amit Shah on his official Instagram page on April 3, 2025.

The video was shared with a caption that reads, “The law that is being made in the parliament on Waqf is the law of the government of India; it has to be accepted by everyone.”

The statement of Amit Shah was also reported by PIB India on April 2, 2025.

The report said, “Union Home Minister stated that this law has been enacted by the Parliament of India, making it binding on everyone, and thus, it must be accepted by all.”

We further found that Dainik Bhaskar, on April 3, 2025, also reported about Shah’s statements in the video. The video was titled, ‘Waqf Amendment Bill: 'सबको स्वीकार करना पड़ेगा' विपक्ष पर जमकर बरसे Amit Shah |Lok Sabha |Hindi News’.

In the video report, at around 30 seconds, the Home Minister said, “‘It’s a law made by Parliament, and everyone must accept it.” He also says, “Are you trying to protect those who sell off Waqf properties and drive them out? That won’t work — not even for your vote bank. You did it, and we rejected it. The minority will not accept this law. What are you trying to threaten us with, brother? It’s a law passed by Parliament — everyone has to accept it.”

The video is shared with a caption that reads, “Waqf Amendment Bill News: Home Minister Amit Shah dismissed the opposition’s allegations against the Waqf Amendment Bill. Detailing the massive irregularities in the management of Waqf properties, Shah made it clear that this evasion will no longer be tolerated. Amit Shah stated that this is an Indian law enacted by the country's Parliament. Everyone must abide by it.”

Hence, we can ascertain that the viral claim is false.
